"Verily, as for those whom the angels take (in death) while they are wronging themselves (as they stayed among the disbelievers even though emigration was obligatory for them), they (angels) say (to them): "In what (condition) were you?" They reply: "We were weak and oppressed on the earth." They (angels) say: "Was not the earth of Allaah spacious enough for you to emigrate therein?" Such men will find their abode in Hell — what an evil destination!" [al-Nisa' 4:97]
In the Sunnah, the Prophet (peace and blessings of Allaah be upon him) said: "I disown every Muslim who settles among the mushrikeen." Narrated by Abu Dawood, 2645; classed as saheeh by al-Albaani in Saheeh Abi Dawood.
Al-Bukhaari (1452) and Muslim (1865) narrated from Abu Sa'eed al-Khudri that a Bedouin asked the Messenger of Allaah SAWS (peace and blessings of Allaah be upon him) about migration (hijrah) and he said: "Woe to you! Migration is very important. Do you have any camels?" He said: "Yes." He said: "Do you pay zakaah on them?" He said: "Yes." He said: "(Even) if you are in the remotest region, Allaah will not cause any of your deeds to be lost."
Those who are not obliged to migrate: they are those who are unable to do so, either because of sickness or because they are forced to stay in the kaafir land, or those who are weak, such as woman and children, because Allaah says (interpretation of the meaning):
"Except the weak ones among men, women and children who cannot devise a plan, nor are they able to direct their way" [al-Nisa' 4:98]
"Help you one another in Al‑Birr and At‑Taqwa (virtue, righteousness and piety); but do not help one another in sin and transgression. And fear Allaah. Verily, Allaah is Severe in punishment" [al-Maa'idah 5:2].
Allah has commanded the father to protect his children and guard them against that which may lead to doom and loss, as He says (interpretation of the meaning):
"O you who believe! Ward off yourselves and your families against a Fire (Hell) whose fuel is men and stones, over which are (appointed) angels stern (and) severe, who disobey not, (from executing) the Commands they receive from Allaah, but do that which they are commanded" [al-Tahreem 66:6]
And it was narrated from Ibn 'Umar (may Allah be pleased with him) that the Prophet (blessings and peace of Allah be upon him) said:
"Each of you is a shepherd and each of you is responsible for his flock. The ruler of the people is a shepherd and is responsible for his flock. A man is the shepherd of his household and is responsible for his flock. A woman is the shepherd of her husband's house and children and is responsible for her flock. The slave is the shepherd of his master's wealth and is responsible for it. Each of you is a shepherd and each of you is responsible for his flock." Narrated by al-Bukhaari (7138) and Muslim (1829).
And al-Bukhaari (7151) and Muslim (142) narrated that Ma'qil ibn Yasaar al-Muzani (may Allah be pleased with him) said:
I heard the Messenger of Allaah (blessings and peace of Allah be upon him) say: "There is no person whom Allaah puts in charge of others, and when he dies he is insincere to his subjects, but Allaah will forbid Paradise to him."
"You (O Muhammad) will not find any people who believe in Allaah and the Last Day, making friendship with those who oppose Allaah and His Messenger (Muhammad), even though they were their fathers or their sons or their brothers or their kindred (people)" [al-Mujaadilah 58:22]
